We're not a crown so our practices aren't relevant. I can however share that US municipal corporations in many states routinely post their minutes on their websites. It's possible that there is a legal requirement for them to do so.
I know this because I Googled an issue we were having with a municipality in the US on the question of whether our contract was novated following a reorganization that followed an acquisition. No one could remember whether the contract was novated or not.
After coming up with nothing after reviewing our internal documentation, I did a Google search as a kind of tongue and cheek final gesture, and behold, I found the minutes of the council meeting approving the novation.
